Member, National Police Service Commission (Retired Senior Police Officers)

Article 246 (2) (a) (ii) of the Constitution and Section 5 (2 and 3) of the National Police Service Commission Act, 2011

No. of Vacancies: 2

Applications to fill the two vacancies were invited vide the advertisement that closed on 25th October 2011.

The Selection panel, having considered the applications received to determine their compliance with the Constitution and the National Police Service Commission Act, and having noted that only one application was received from retired officers from the Administration Police Service, hereby re-advertises the position of Member, National Police Service Commission (Retired Senior Administration Police Officers).

(Please note that those who had applied for this position in the earlier advertisement need not re-apply.)

For appointment as a Member, National Police Service Commission under this category a person must:

i. be a citizen of Kenya;

ii. hold a degree from a university recognized in Kenya

iii. be a retired police officer from the Administrative Police Service.

iv. have held the rank of Senior Superintendent of Police or above ; and

v. meets the requirements of Chapter Six of the Constitution;

Disqualification Criteria

A person shall not be qualified for nomination as a Member of the National Police Service Commission if the person

i. is or has been, at any time within the previous five years, a member of Parliament or a county assembly;

ii. is a serving State officer;

iii. is a member of a governing body of a political party;

iv. is an un- discharged bankrupt;

v. has been convicted of a felony; or

vi. has been removed from office for contravening the provisions of the Constitution or any other law.

ii. The salary and benefits for these positions shall be determined by the Salaries and Remuneration Commission.

iii. The chairperson and members of the Commission will be appointed for a single term of six (6) years and are not eligible for re-appointment.

  • Project Management experience and certification will be an added advantage.

Handicap International is present in Dadaab refugee camps since 2007 through its development department.

In response to the recent and massive influx of refugees, Handicap International’s Emergency Response Department has launched in August 2011 a holistic approach called Disability and Vulnerability Focal Point (DVFP) to respond to the needs of the most vulnerable newly arrived refugees.

The strategy of these DVFPs is to identify most vulnerable persons and enhance their access to essential basic and specific services through different mechanisms as well as through direct services’ provision.

After a period of suspension due to the degradation of the security context, we are now resuming our emergency activities with new modalities.

Global Objective of the Position

The main objective of the Area Manager position under the supervision of the Operations Manager is to ensure good and efficient coordination between the different teams of one Area (4 teams, with 30 to 40 team members per area);
  • To ensure the quality of the different teams’ work in one area by supervising and supporting the different team leaders in their work
  • To represent Handicap International’s Emergency DVFP Project at the Camps Level (coordination meetings, coordination with other stakeholders, etc…)
  • To ensure that the project’s objectives and timeframe are maintained and fulfilled in one Area
Responsibilities / Tasks
  • To assist the Operations Manager by ensuring efficient coordination of activities in one Area
  • To ensure good field coordination between the different field teams of one Area (efficient organization, efficient internal referral system, coordination of the different teams and team members for an efficient holistic approach of the assistance provided, etc…)
  • To supervise and support the different team leaders in their daily work and ensure the quality of the activities put in place at an Area level (identify strengths and weaknesses of the different team leaders, propose solutions for improvements, etc…).
  • To ensure that the different team leaders are fulfilling their responsibilities and goals by doing regular field monitoring visits if security allows it or participating in putting in place remote control monitoring mechanisms.
  • To continuously analyze the situation of his Area of intervention (refugee populations needs’ assessment, update on existing services and their functioning, community information, etc…); provide regular reports to the Operations Manager and participate in the dissemination of updates on the situation to the different teams of his area of responsibility
  • To coordinate the referral system in his Area of intervention with the different stakeholders, to promote operational ‘’partnerships’’ with the different stakeholders in order to improve the referral system, to verify, complete and update information needed for our mapping of services, to provide regular updates to the different field teams on existing services and referral system,
  • To represent Handicap International’s Emergency Team at the camp level according to the Operations Manager requirements
  • To demonstrate an ethic and professional practice
  • To demonstrate willingness to improve professional competences and abilities to increase care quality.
  • To participate in the regular team meeting, workshops and to participate in the implementation of trainings
  • To report to the Operations Manager on activities and challenges faced and to participate in the reflexion to improve our practices and project strategy

Global Objective of the Position

Under the responsibility of the Operations Manager, the Team Leader shall manage, supervise and organise team work.

They shall also ensure appropriate identification of the most vulnerable refugees, assessment of needs, referrals and assistance of the beneficiaries

Responsibilities
  • Organize the daily activities of the teams and coordinate between different members of the teams to ensure an appropriate response to beneficiaries’ needs (plan and organize priorities, ensure good geographical coverage of the areas by the Social Workers, coordinate the use of transportation means with the Social Workers, etc…)
  • Supervision and participation in the identification of the most vulnerable people and of the assessment of their needs (with regular field visits according to security rules and constraints)
  • Maintain up-to-date beneficiaries files and reports as well as evolution notes according to the line manager and/or Operations Manager’s requirements;
  • Maintain work areas clean and secure and ensure a good maintenance of material at disposal;
  • Assess the general needs of the beneficiaries (with the support of specialists if needed) and ensure proper assistance is provided;
  • Coordinate internal referrals § ensure good coordination with the specialists;
  • Refer beneficiary to other professionals or services when needed and to ensure that team members do so appropriately (by providing technical support if needed)
  • If possible depending on security constraints and priority for one shot response, to ensure that the follow up of beneficiaries is done and that actions are taken if the services are not provided as needed
  • Participate in the update of the mapping of services on a weekly basis
  • Contribute in building the capacities of the social workers (vulnerability assessment, referral system…)
  • Demonstrate an ethic and professional practice
  • Demonstrate willingness to improve professional competences and abilities to increase care quality.
  • Participate in camp level coordination meeting according to the direct Line Manager and/or Operations Manager’s requirement
  • Report to the direct Line Manager and/or Operations Manager on activities and challenges faced and to participate in the reflexion to improve our practices and project’s strategy

Commissioner of Customs Services

Reporting to the Commissioner General, the successful candidate shall be responsible for planning, managing and coordinating the collection of and accounting for international trade taxes, safeguarding revenue, facilitating international trade and preventing the illegal entry of various restricted and prohibited goods, including the following:
  1. Developing and implementing administrative and operational strategies to broaden the tax base, introduce new revenue streams and improve voluntary compliance
  2. Overseeing the implementation of anti-tax evasion/enforcement strategies and systems for the Customs Department in line with KRA’s regulations and corporate strategy
  3. Monitoring and reviewing the development and implementation of assessment/audit programmes and risk management procedures
  4. Developing and implementing initiatives to ensure the effective management and control of debt arrears and exemptions management
  5. Developing and implementing business process improvement and change management initiatives to achieve performance goals and objectives
  6. Overseeing and monitoring the development and implementation of efficient systems for the management of technical matters and interpretation of issues in line with WCO standards, WTO and Customs Union procedures

APSP Executive Director Job in Kenya

APSP was established in September 2008 as a response to the growing demand for "voice" and more active engagement of African civil society in the shaping of Social Protection policies, programmes, and practices in Africa.

It is a network of individuals and organizations operating at sub-national, national and regional levels, with a commitment to promoting and strengthening the social contract between states and citizens. APSP is now active in 25 countries in Africa.

The Role

The position of Executive Director is newly created and will become the focal point in the development of an Africa-wide network of civil society organisations (CSOs) working to promote effective social protection policies in African countries.

Working closely with the Platform's Chair and the Board of directors representing CSOs, the ED will oversee the initial phase (October 2010 - December 2013) of the development of the 5-year project. The ED will play a key role in liaising with the project's Regional representatives as well as the organisations involved in the project at country level. He/She will manage the team at the APSP secretariat.

The Role's Purpose

The holder will represent the interests of APSP internationally, manage and develop APSP's programmes in line with regional and global strategies.

To support and promote the development of APSP's national level platform members, to strengthen the organizational capacity and participation as a focal point for joint advocacy that articulates the voice of African CSOs on social protection policies and programmes.

Person Specifications

The ideal candidate will have:-
  • At least 10 years of international development work, seven of which should be at the executive management level and five of them in Africa.
  • At least five years experience of organisational development and fundraising work with NGOs and CBOs.
  • Experience of advocacy/lobbying on regional, international and national issues
  • Experience working closely with regional bodies, especially the AU
  • An in-depth understanding and experience of issues pertaining to Social Protection
  • Experience in strategic planning and budgeting
  • Knowledge and experience of capacity building and training
  • A background that includes working at the highest levels with national governments. This includes experience working with a variety of organisations such as CBOs, FBO's, CSO's, and international agencies such as the UN
  • Experience of running and supporting a continental or international Network, including building organisations
  • Excellent communication skills, both verbal and written
  • Excellent networking skills with the ability to build strong working relationships and foster open communication.
  • Strong project planning skills, with proven ability to organise and prioritise tasks and manage own time efficiently
  • Ability to understand and manage project finances;
  • Proven ability to motivate and inspire others;
  • Computer literacy (Word, Excel, Internet, Outlook, PowerPoint).
  • Willing to travel to countries involved in the project.
  • Fluency in English
  • Strong Resource mobilisation and management skills
Desirable
