About the AHME project:
The AHME Impact Evaluation is an external evaluation of the African Health Markets for Equity (AHME) initiative.
The goal of the impact evaluation is to rigorously evaluate the extent to which transforming the business model of franchised providers and expanding access to demand side financing through AHME generates effective and cost-effective coverage of priority technologies and interventions amongst the poor. 
We are seeking Field Officers (FOs) to help on the different areas of the project activities including but not limited to: conducting in person interviews with health facilities’ in-charge, health providers and households in the catchment areas, help organize, plan and facilitate Focus Group Discussions, and, translating survey instruments to different languages. 
The Field Officers will be based in any of these regions: Western, Nyanza, Rift-valley, Central, Eastern, Coast and Nairobi, and will require travel in the regions.
He/she will work closely with fellow Field Officers, assistant project managers, Project Manager (PM) and Project Coordinator (PC). 
The FO will spend approximately 90% of his/her time in the field and 10% of his/her time in the office 
Tasks, Duties and Responsibilities
General
  • Completion of scheduled activities each day in a timely manner
  • Interact with community members and facility staff with the highest level of integrity and understanding
  • On non-field days, conscientious performance of office work for instance translations, training/learning
  • Assist in daily survey organization and storage
  • Ensure data integrity is maintained at all times and minimize errors in data collection and transport
  • Administer facility surveys, provider surveys and household surveys
  • Acquire administrative and financial data from health care facilities
  • Networking with the different components of the project and reporting appropriately
  • Help organize/invite participants to FGDs
  • Help facilitate at Focus Group Discussions and or help in translations during such discussions
Qualifications: 
Required
  • Excellent oral and written communication skills in both English and Kiswahili
  • Prior experience in data collection (facility/institution surveys, household surveys, academic tests, exit interviews, focus groups or observations)
  • Ability to recognize when questions are difficult or unclear to respondents
  • Excellent note taking ability during interviews and focus groups
  • Willingness to travel within the regions we are working in
  • Comfortable with interviewing individuals within their homes and outside healthcare facilities
  • Basic computer knowledge and skills (mandatory)
  • Ability to comfortably work independently with groups and within groups
Desired
  • Bachelors’ degree or college diploma in business administration and or finance, health and /or social sciences (preferred)
  • Past experience working with health facilities in accounts, procurement and or stock management Is an added advantage
  • Previous experience as a health worker is an added advantage

Terms of Reference for An In-Depth Study on the Implementation of IABA as a Strategy for Laying Foundations for CLFZS in Busia, Kitui and Kilifi Counties


Introduction

The ILO/IPEC SNAP project is supporting the effective implementation of Kenya’s National Action Plan (NAP) for the Elimination of Child Labour in Kenya 2004 -2015 (Revised 2008), which aims to eliminate all the worst forms of child labour in Kenya by 2015. 
One of the main strategies that the project is using to achieve this goal is supporting an enabling environment and governance structures, including direct action, to enable district / division level authorities to lay foundations for the creation of child labour free zones (CLFZs). 
The project is being implemented in 3 districts i.e. Busia, Kilifi and Kitui using an Integrated Area Based Approach (IABA) as the main delivery mechanism. 
The project started in February 2010 and will come to an end in November 2013.
 
The following three immediate objectives of the SNAP project guide project implementation.
  • At the end of the project, relevant national policies, programmes and legislation harmonized with the National Action Plan to eliminate child Labour and enforced
  • At the end of the project, the capacity of national and local authorities and social partners is enhanced to support the effective implementation of the National Action Plan
  • By the end of the project, effective models for establishing child labour free areas are tested in three (3) Districts with documented processes and experiences
Objective of the Assignment
 
It is against this background that the SNAP project is seeking the services of a consultant (either individually or through consulting firms) to carry out an in-depth study on IABA as a strategy for laying foundations for the creation of child labour free zones. 
The benefits of the IABA as an improved approach to fight child labour should be well outlined and a clear case addressing how this approach can transform efforts to fight child labour should be documented. 
The purpose of this assignment is to document the process of implementing IABA showing what has worked and what has not, as well to capture the perceptions of the key stakeholders on the challenges that exist in the context of the three districts and the gaps that remain if CLFZs are to be achieved.
 
Specific objectives of the assignment are:
  • To document the steps and processes that have been used in the implementation of IABA in Busia, Kitui and Kilifi counties
  • To identify and document the key players involved in the implementation of IABA and their usefulness and contribution to the implementation of the IABA strategy
  • To document the conditions and factors that have contributed to the laying of foundations for CLFZs and determine who has provide them
  • To document the key perceived gaps and conditions that are necessary for the achievement of CLFZs in the areas selected in the three areas.
  • To document key successes achieved in the elimination of child labour through the use of IABA methodology and  identify the challenges encountered

Organizational Background
 
The proposed assessment is for a joint initiative by CARE and Adeso in Puntland, working closely with the Ministry of Environment, Wildlife and Tourism; but the contract for this consultancy assignment shall be with Adeso.

Project Summary
 
Reducing Hunger and Food insecurity in Puntland region through Improved and Sustainable Use of Rangeland Resources is a Natural Resource Management (NRM) Project supported by the European Union (EU). The project is also known as Deegaankaagu waa noloshaada in Somali Language, meaning “Your environment is your life”. The project seeks to reduce hunger and food insecurity by improving rangeland conditions in Puntland regions of Somalia. 
The project will improve the state of natural resource management through implementation of land rehabilitation and restoration work on degraded rangelands, improving sustainable use of natural resources through community based rangeland management programs, integration of environmental considerations into all economic planning and programming activities in the region, galvanizing community support for environmental protection and sustainable use of resources and building government and community capacity to manage natural resources.

This is a four year (46 months) project, from Feb 2013 to Jan 2017 which is being implemented as a joint collaboration between Adeso and CARE, under partnership agreements with the EU and working closely with the Ministry of Environment, Wildlife and Tourism in Garowe. 
The project is implemented in coordination with FAO, who will carry out a portion of the monitoring and evaluation of the project. Among different interventions focusing on natural resource management, the project includes Cash for Work (CfW), community capacity building, establishment of community based systems for NRM, development of alternative sources of energy and public awareness campaigns on the issues of natural resources management, and institutional capacity building as an integral part of the project interventions.

Position Summary
 
Adeso and CARE are seeking a qualified consultant or team of consultants specializing in conducting baseline assessments in the field of Natural Resource Management with specific reference to land rehabilitation and restoration of degraded rangelands and institutional capacity development. 
The consultancy is for a period of 80-100 days, beginning in May 2013, and will include desk review work, field level primary data collection, collection of existing secondary data on land management, stakeholder consultations, data analysis, report writing, review and possible revision of the logframe and presentation of the findings at field and Nairobi levels in a phased manner. 
Collection and analysis of data in technical areas like land use pattern and terrain, soil conditions and land fertility status analysis, land classifications, spatial information and analysis of climate data to characterize the prospects in the area as applicable should be part of the baseline assessment process.

Position Title: Regional Blood Donor Recruiter
 
Reporting to: Regional Health Officer

Overall Purpose
 
Responsible to the Regional Health Officer for effective planning, budgeting, implementing and evaluating blood donor programme within the Region aimed at collection of adequate and safe human blood for transfusion
purposes. 
Specific responsibilities include building community partnerships, identification and mobilisation of potential blood donors as well as building the capacity of volunteer community leaders to spearhead the mobilization of blood donors.
 
Duties & Responsibilities
  • Mobilize schools, colleges, institutions, organizations and communities to solicit blood donations from individuals, students, employees and community groups
  • Contact and visit prospective or participating donor groups to explain requirements and benefits of participation in blood donor programmes
  • Maintain and update records of individuals, groups, institutions and organizations participating in blood donor programme
  • Arrange specific dates for blood donor collections for groups and confirm appointment in writing
  • Consult blood bank records to answer questions, monitor activity or resolve problems of blood donor groups

Minimum Qualifications

Summary of Responsibilities
 
The successful candidate will be responsible and accountable for the effective planning, budgeting, implementation and evaluation of HIV/AIDS programme aimed at combating and reducing the prevalence and impact of HIV/AIDS on vulnerable communities within the Branch. 
Other responsibilities include awareness creation, capacity building, and providing psycho-social support to people affected and afflicted by HIV/AIDS as well as delivering HIV/AIDS workplace training programmes.
 
Specific duties, Responsibilities, and Accountabilities
  • Conduct baseline studies using participatory approaches to identify the number of persons as well as orphans and vulnerable children (OVC) afflicted and affected with HIV/AIDS so as to determine their capacities, available resources and coping mechanisms
  • Encourage the youth to attend voluntary counselling and testing (VCT) to decrease risk behaviours by emphasizing consent, confidentiality and counselling aimed at decreasing stigma as more people know their HIV status
  • Develop and implement social support programmes to assist caregivers to provide counselling, home-based care and psychosocial support to persons living with HIV/AIDS (PLWHA) including orphans and vulnerable children (OVC) afflicted and affected with HIV/AIDS to participate in productive activities
  • Participate in the design, development, implementation and evaluation of capacity building programmes aimed at equipping and strengthening staff, volunteers and communities with capacity to provide HIV/AIDS care and support
  • Strengthen collaborative partnerships and networks with stakeholders, donors, government agencies, the private sector and other players to ensure implementation of programmes that enhance organizational effectiveness
  • Provide leadership to multidisciplinary teams to develop, implement and evaluate HIV/AIDS prevention and control activities using participatory community methods to improve performance standards and organisational effectiveness
  • Develop and implement lobby and advocacy programmes with a view to reform laws and policies that hamper the implementation of programmes

KRCS has been appointed a Sub Recipient (SR) for Global Fund (GF) Round 10 Malaria Grant. 
Arising from this, the Society is looking for qualified persons to fill the following positions:
 
Position Title: Health Project Officer 
(2 Positions)
 
Reporting to: Branch Cordinator
 
Job location: Lugari and Mt Elgon
 
Overall Purpose
 
Responsible to the Branch Coordinator for effective planning, budgeting and implementation of malaria project activities. 
Other responsibilities include building partnerships with the Ministry of Health and other stakeholders strengthening volunteer networks and building staff and volunteer capacity to respond to health emergencies among vulnerable populations affected by disasters.
 
Duties and Responsibilities
  • Investigate reported cases of malaria outbreaks and develop community-based action plan for implementing malaria prevention programme in line with the Society’s strategic objectives
  • Conduct field camps to sensitize communities by providing information on the goals, objectives, activities and implementation of the malaria project through integrated malaria control at the community household level
  • Implement the Society’s policy on prevention and treatment of malaria; also demonstrate techniques for treating long-lasting malaria insecticide nets and indoor residual spraying, de-worming and child immunization
  • Implement malaria testing and provide vaccine treatments to prevent and immunize diseases among children and pregnant women through volunteers and also reinforce house-to-house disease prevention and control activities
  • Develop strategies for integrating community-based health programmes through demonstration of insecticide treated nets (ITN’s) and their distribution to vulnerable groups aimed at combating the spread of malaria
  • Deliver community-based training programmes aimed at creating awareness and building the capacity of communities to implement social mobilization and malaria prevention strategies
  • Liaise with Government representatives to implement an integrated community-based malaria prevention campaign
  • Participate in the design, development, implementation and evaluation of community awareness campaigns aimed at equipping and strengthening staff, volunteers and communities with capacity to provide community based health care services
Minimum Qualifications
  • BSc in Environmental Health or equivalent qualifications
  • Three (3) years experience in planning, implementing and evaluating integrated community-based health programmes in emergency/relief context

Position Title: Project Accountant 
(1 Position)

Overall Purpose
 
Responsible to the Branch Cordinator for overall financial management of the branch and project. 
Other duties include maintaining of financial records, processing of working advances, preparation of project returns and reports, reconciling and balancing accounts as well as posting and compiling monthly reports to show records related to financial operations in the field. 
Also receiving and disbursing money as well as processing and validating cheques in accordance with approved policy.
 
Duties and Responsibilities
  • Coordinate at the field level the execution of the project budget expenditures in line with the approved budget
  • Compile and analyse accounting reports, records and other data to maintain expenditure controls and also determine the financial resources required to implement specific programmes
  • In consultation with the branch coordinator, ensure timely request of funds from the HQ and disbursement of funds according to the planned activities
  • Receive cash or banker’s cheques, recording financial transactions, counting money to verify amounts and issuing receipts for funds received.
  • Prepare bank deposit slips in order to ensure that all collections are promptly banked in accordance with accounting procedures.
  • Disburse cash and writing vouchers and cheques in order to make payment against specified expenditure requisitions.
  • Prepare cheque payments and refund claims and ensure that payments are made against verifiable accounting documents.
  • Post data and balance accounts as well as compile collections, disbursements and bank reconciliation reports.
  • Maintain complete records of all financial transactions such as payment vouchers, receipts and other documents in accordance with accounting procedures.
  • Reconcile the cashbook with bank statements and checking balances against verifiable documents on a monthly basis.
  • Prepare monthly revenue, expenditure returns, financial statements and reports to cover specified periods.
  • Prepare budget for specific projects in collaboration with the officer in charge
  • Maintain an assets register for the project
Minimum Qualifications
  • CPA (K) or equivalent ACCA final level qualifications or a Bachelors Degree in a Business Related Field withCPA Part (II), Section 4.
  • At least two years experience in a busy accounts/ finance office
Key Competencies
  • Knowledge of administrative, accounting and financial procedures and systems
  • Demonstrated competence in financial and accounting, posting and processing accounts.
  • Proficiency in computer applications especially, word processing, database and spreadsheets, computerized accounting systems including use of the e-mail, the internet as well as local and wide area network systems.

Project (TLDP II)
 
Background Information and Project Summary
 
TLDP II (Turkana Livestock Development Program) was a program funded by the Belgian Survival Fund in Turkana.
 
It was implemented from 2005 to February 2011 in Turkana Central and South districts, in Lokichar, Katilu, Kaputir, Kangakipur, Nakaalei and Lochwaa divisions. It was the follow-up of TLDP I, which was implemented, between 1999 and 2004, in the central parts of Turkana county, mainly in the divisions of Loima, Pelekech, Turkwel, and Kerio.
 
Both projects were funded by the Belgium Survival Fund (BSF) with co-funding from DFID, FAO, EC and the Amelie foundation.
 
The main focus of TLDP II was to reduce vulnerabilities of Turkana pastoralists by addressing the challenges that were affecting the community, which include inadequate animal health services, poor access to water for people and livestock, inadequate access to markets for livestock and other products, and natural resource based conflicts.
 
These challenges are all the more critical in Turkana South, where indigenous populations mainly depend on pastoralism and agro-pastoralism as a way of life.
 
In 2007 and 2008, the challenges were exacerbated by an epidemic of goat plague (PPR), which forced the District Veterinary Officer (DVO) to impose quarantine in order to reduce its spread. Then in 2009 and 2010, severe droughts harshly affected pastoralist populations too.
 
Overall objective of the program
 
The overall objective of the project was to improve livelihoods of vulnerable pastoral communities in the
Arid and Semi Arid Lands (ASAL).
 
Specific results of the program
  1. Increase livestock productivity in vulnerable pastoralist communities in ASAL regions.
  2. Increase access to potable water for pastoralists and their livestock in pasture potential areas of central and southern region of Turkana county
  3. Improve the economic returns of pastoralist communities through increased marketing of livestock and livestock products.
  4. Reduce the natural resource based conflicts amongst pastoralist communities in the Karamoja cluster through peace initiatives.
  5. Promote viable and sustainable indigenous organizations, indigenous structures and local institutions, through partnership and capacity building.
Objectives of the Evaluation
 
The global objective of the consultancy is to describe and to assess the medium/long term effects and
impacts achieved by the program to measure the level of achievement of the global objective and specific
results.




In terms of major impact, the improvements regarding the level of food security and well-being of the
beneficiaries should also be measured.
 
Process and methodology
 
The process and methodology to be used has to be defined by the consultant under its technical offer but a
participatory approach will be expected with maximum stakeholder participation and appropriate involvement of local traditional and government leadership at all stages.
 
In case a survey questionnaire is to be used, the said questionnaire should be validated by VSF-B before
being used.
 
The number of days should allow enough time on the field but should not exceed 15 days in total. It should be finalised before November 30th 2012.
 
Key Activities
  • Prepare a detailed work plan for the consultancy which outlines the methodology to be used and present to the VSF consortium for approval.
  • Review existing related literature.
  • In each of the project locations, gather all relevant information from communities, local authorities and other humanitarian/development actors.
  • Present preliminary findings to area authorities and other humanitarian/development partners at the end of the fieldwork.
  • Prepare a detailed draft report and debrief the VSF consortium in Nairobi on the main findings, making a power point presentation.
Expected Outputs
  • Presentation of methodology, tools and workplan to the VSF Belgium before going to the field.
  • One feedback workshops at Lodwar and Nairobi level for the project partners
  • One final report to be accepted by VSF Belgium
Deliverables
 
A detailed final report inclusive of a separate two page summary will be presented to the VSF-B Regional
Director. The entire report and the proposal will be presented in English and will remain the property of
VSF Belgium. A hard copy and two soft copies must be submitted.
 
A draft documents (report and proposal) will be expected on November 23nd the latest and the final report
is expected 5 days after the comments from VSF Belgium.

The contents of the report shall be as follows:
  • Executive summary (covering major findings, level of achievements of the indicators and recommendations).
  • Background.
  • Description of the objectives of the mission and execution methodology.
  • Literature review
  • Findings/results (description and assessment of the effects / impacts)
  • Discussion
  • Challenges
  • Recommendations
  • Conclusions and lessons learnt
  • Annexes covering Terms of Reference, abbreviations, data collection formats and questionnaires used references, graphs, tables, etc.).
Responsibilities
 
The country director of Kenya will:
  • Have overall responsibility and accountability for the mission,
  • Ensure the overall coordination of the mission in conjunction with the project partners.
VSF Belgium will organize the logistic of the mission, and cover the transportation and accommodation costs of the consultant while in the field locations.
 
Qualifications
 
The consultant is expected to have the following attributes:
  • Minimum five years experience working with drought affected pastoral communities.
  • Minimum five years experience in participatory monitoring and evaluation of livelihood related programs
  • A minimum of a Masters level of study (M. Sc. or M.A. degree), particularly in natural resources management, livestock production , agriculture and/or education is a must
  • Someone with a Ph. D level is a definite advantage but emphasis is on relevant experience.
  • Livestock health and/or production background.
  • Excellent inter-personal, facilitation and writing skills.
  • Excellent computer literacy.
  • Ability to travel in extremely rough terrain in Kenya is a condition
