IRC Grants Officer Job in Kenya

Description

Based in Nairobi, the grants officer will support the IRC Lodwar program to ensure implementation of grants is in line with the ECHO regulations, objectives set are met, accurate and comprehensive reports are submitted on time. 

The grants officer will be involved in budget and proposal development.

Key Responsibilities

Reports:
  • Manage all internal reporting, ensuring high-quality, well-written and timely reports meeting donor and IRC requirements, with support from the GC and program managers/ coordinators.
  • Ensure that draft reports disseminated for review and feedback by senior management team, relevant technical advisers, and HQ staff prior to submitting the final report to donor.
  • Consolidate monthly internal program progress reports based on input from program managers, including tracking progress on program indicators and reporting on key program highlights/issues.
  • Preparation and update of country program and specific sectoral information sheets. Provide relevant communications information as necessary for dissemination to donors, regional office and HQ.
Monitoring and Evaluation:
  • Work with the GC and Program Coordinators in supporting development of strong data collection and monitoring & evaluation plans within each program and proposal. This includes developing logical frameworks and indicators with technical input from program staff.
Finance and Grants Management:
  • Sit in BVAs and programs meetings and support on the follow up of set action points.
  • Maintain the grants and report tracking system to ensure all grant files are organized and well managed for planning and preparation of donor reports and project monitoring.
  • Support in compiling donor reports and initial review. Participate in proposal development.
  • Ensure that report timelines are shared in advance and well written documents are submitted to grants Nairobi on time.
  • Program Monitoring and support:
  • Organize and coordinate events-World HIV/Aids Day, World Women’s Day, Refugee Day, Peace Day etc. commemorated by the organization.
  • Ensure the program work plan is updated with new grants and changes in existing grants.
  • Follow up with managers on updating spending and procurement plans.
Minimum requirements
  • Bachelor’s degree in international relations or other relevant field;
  • Knowledge of UN (UNHCR/ UNDP/ UNICEF/WHO), US (USAID/OFDA), EU (ECHO/ EC) and UK (DFID) donor regulations, procedures and requirements preferred
  • Excellent written and spoken English essential
  • Excellent organizational skills, ability to determine priorities and attention to detail a must
  • Ability to work in a multicultural context as a flexible and respectful team player
  • Willingness to travel to the field as and when needed
  • High-level of knowledge and practice with Word, Excel, Outlook, etc. required
  • Work in a multisectoral/ multicultural team- patience, cultural sensitivity and application of contextual understanding in day to day work
  • Ability to work with tight deadlines for proposal development/ information needs

Key Duties and Responsibilities

Medium Term Fellowship Program in Monitoring and Evaluation 


The University of Nairobi (UoN) in collaboration with the University of Washington (UW) through the support of the U.S. Centers for Disease Control and Prevention (CDC) is implementing an innovative program to build capacity for leadership and management of HIV/AIDS Programs in Kenya.

The Medium-term Fellowship will be offered to in-service professionals working in health-related programs. 

The purpose of the Fellowship is to build institutional capacity through training individuals in Monitoring and Evaluation (M&E). 

The training will be 6 months in duration and is modular and work-based in nature, allowing trainees to undertake the Fellowship while they continue with their employment. 

Fellows will participate in several inter-related short courses lasting 1-2 weeks at specific intervals over the course of the Fellowship and return to their place of work to continue with their employment. 

Selected individuals will implement a hands-on, problem-based, project as part of the Fellowship.

The Medium-term Fellowship program will commence in late November 2012.

Selection Criteria:
  • Relevant Bachelors degree
  • Familiarity with the Kenya health care system and HIV/AIDS programs will be an added advantage.
  • Interest in applying M&E in health will be an added advantage

Person Specifications:

The ideal candidate should possess the following:
  • A Kenya citizen with PhD in Economics or related social science discipline;
  • At least fifteen (1 5) peer-reviewed publications or ten (1 0) peer-reviewed journal papers and five (5) book chapters;
  • At least ten (10) years’ experience in a research institution or equivalent, five (5) of which must be post PhD and at a senior management position;
  • Demonstrated management and leadership skills with clear vision, including a track history of creativity, innovation, self-drive, and results-orientation;
  • Experience in a) quantitative analysis and public policy research, and b) policy formulation and procedures of the Government of Kenya;
  • Clear knowledge of Kenya Vision 2030 and ability to align research agenda to the Vision;
  • Familiarity with development and research issues for developing countries and economies such as Kenya’s;
  • Management experience in both personnel and budget control, including negotiation skills and familiarity with donor funding;
  • Excellent communication and presentation skills;

Key Tasks
Duties and responsibilities will entail:-
  • Recording dictation in shorthand and transcribing it in typewritten form;
  • Typing from drafts, manuscripts;
  • Processing data;
  • Attending to visitors/clients;
  • Handling telephone calls and appointments;
  • Ensuring security of office records, equipment and documents, including classified materials;
  • Preparing responses to simple routine correspondence;
  • Undertaking any other secretarial duties that may be assigned.
  • Providing guidance to junior secretarial staff
Person Specifications
For appointment to this position, a candidate must:-
  • Have served for at least three (3) years in areas providing secretarial services;
  • Have Diploma in Secretarial Studies or Business Administration from a recognized institution;
  • Have typing speed of at least 50 wpm;
  • Have Certificate in computer applications;
  • Have excellent interpersonal, presentation and communication skills;
  • Be fluent in both English and Kiswahili;
  • Meet the requirements of Chapter 6 of the Kenya Constitution; and
  • Be a citizen of Kenya.

Monitoring & Evaluations Manager - Safe

Job Purpose

Provide management of the monitoring and evaluation (M&E) components of the regional Solutions for African Food Enterprises (SAFE) program, which will operate in Kenya, Malawi and Zambia, with potential to expand to other countries.

The Regional M&E Manager will work closely with the SAFE Program Director, other program and country management, as well as TechnoServe’s East Africa regional M&E Manager. 
S/he will be responsible for enabling evidence-based decisionmaking processes by program leadership, timely development of SAFE M&E systems, effective implementation of SAFE M&E activities and reporting on SAFE M&E results.

Minimum Requirements
  • Degree qualifications in business, economics, statistics or international development-related studies required;
  • At least 5 years of experience with M&E methods and approaches, including designing, planning, and implementing M&E systems, analyzing and reporting using a logical framework and other strategic planning approaches;
  • Strong interpersonal and management skills required;
  • Excellent oral and written communication skills with fluency in English;
  • Ability to develop well written, cohesive analyses and reports;

Job Purpose

Provide overall financial and administrative management of the regional SAFE project. 
The Accountant will work closely with respective program and country management, as well as TechnoServe’s East Africa and Southern Africa regional teams and headquarters’ finance team. 
S/he will be responsible for financial planning and oversight, accurate financial reporting and analysis, and ensuring compliance with organization and donor requirements.

Minimum Requirement
  • Degree qualifications in business, finance, or economic-related studies required;
  • CPA (K) or equivalent.
  • Minimum 5 years experience in mainstream accounting, 3 of which must be with an NGO
  • Strong financial management and analysis skills;
  • Personnel management experience with a good understanding of the local legal, labor, procurement, and general human resource laws and policies;
  • Excellent interpersonal and oral and written communication skills a must, Fluent in English;
  • Experience with international donors requiring high-levels of reporting data, USAID project experience preferred;

Strengthening Rural Youth Development through Enterprise (STRYDE) program operates in Kenya, Uganda, and Rwanda with a goal of training 15,000 rural youth to increase their productive economic engagement.

Background:
The Hunger Safety Net Programme (HSNP) is a long term social protection programme in Kenya funded by UKaid from the Department for international Development, AusAID and in partnership with the ministry for Development OF Northern Kenya and other Arid Lands. The aim is to reduce extreme poverty; vulnerability and hunger and also develop a national social protection framework in Kenya. 
The programmes aims to achieve its objectives by delivering long-term guaranteed cash transfers to extremely poor and vulnerable households to improve access to food protect assets and reduce the impact of shocks.
HelpAge is one of the consultants that was mandated to deliver the social protection rights component in the just completed phase 1 of the HSNP programme and has been contracted to deliver the social protection rights component in phase 2 which will run from 2012 to 2017. 
The programme is being implemented in Wajir, Mandera, Marsabit and Turkana districts with HelpAge’s role in the programme being to promote the realization of rights of programme beneficiaries and the rights of the wider communities in all the four counties. It is expected that HelpAge will work with government institutions and other stakeholders to realise its objectives and ultimately handover its responsibilities to the government to ensure a sustainable rights based grievance mechanism.

Objective of Social Protection Rights Component
The objective of the Social Protection Rights project is to inform potential participants of their rights to participate in the Hunger Safety Net Programme (HSNP) and to provide a vehicle for addressing complaints and grievances that arise in the implementation process.
Further to this the programme will purpose to realise the rights of the communities in these counties
Overall Job Purpose
The post-holder will oversee the quality of the data collection to provide timely and relevant data analysis in support of programming decisions and reporting.

Responsibilities:
  • Ensure data collection by field monitors
  • Clean up and capture of data collected by the field teams
  • Provide a county quantitative report on a timely basis
  • Carry out systematic supportive supervision of data collection to monitor performance and impact of the on-going HSNP-Social Protection Right Component and provide feedback to all relevant parties on the quality of the data collection and inputting.
  • Ensure capture, importing, cleaning, transforming, validating or modelling of data.
  • Provide sound analysis of data with the purpose of understanding or making conclusions for decision making and learning.
  • Support development or adjustment of tools in tandem with programme requirements
  • Collaborate with partners and other stakeholder to adopt or harmonise appropriate data collection tools and procedures.
  • Ensure that data are stored appropriately.
