Organizational Background
The proposed assessment
is for a joint initiative by CARE and Adeso in Puntland, working closely
with the Ministry of Environment, Wildlife and Tourism; but the
contract for this consultancy assignment shall be with Adeso.

Project Summary
Reducing Hunger and Food
insecurity in Puntland region through Improved and Sustainable Use of
Rangeland Resources is a Natural Resource Management (NRM) Project
supported by the European Union (EU). The project is also known as
Deegaankaagu waa noloshaada in Somali Language, meaning “Your
environment is your life”. The project seeks to reduce hunger and food
insecurity by improving rangeland conditions in Puntland regions of
Somalia.
The project will improve
the state of natural resource management through implementation of land
rehabilitation and restoration work on degraded rangelands, improving
sustainable use of natural resources through community based rangeland
management programs, integration of environmental considerations into
all economic planning and programming activities in the region,
galvanizing community support for environmental protection and
sustainable use of resources and building government and community
capacity to manage natural resources.
This is a four year (46 months) project, from Feb 2013 to Jan 2017 which is being implemented as a joint collaboration between Adeso and CARE, under partnership agreements with the EU and working closely with the Ministry of Environment, Wildlife and Tourism in Garowe.
The project is
implemented in coordination with FAO, who will carry out a portion of
the monitoring and evaluation of the project. Among different
interventions focusing on natural resource management, the project
includes Cash for Work (CfW), community capacity building, establishment
of community based systems for NRM, development of alternative sources
of energy and public awareness campaigns on the issues of natural
resources management, and institutional capacity building as an integral
part of the project interventions.
Position Summary
Adeso and CARE are
seeking a qualified consultant or team of consultants specializing in
conducting baseline assessments in the field of Natural Resource
Management with specific reference to land rehabilitation and
restoration of degraded rangelands and institutional capacity
development.
The consultancy is for a
period of 80-100 days, beginning in May 2013, and will include desk
review work, field level primary data collection, collection of existing
secondary data on land management, stakeholder consultations, data
analysis, report writing, review and possible revision of the logframe
and presentation of the findings at field and Nairobi levels in a phased
manner.
Collection and analysis
of data in technical areas like land use pattern and terrain, soil
conditions and land fertility status analysis, land classifications,
spatial information and analysis of climate data to characterize the
prospects in the area as applicable should be part of the baseline
assessment process.
