Consultancy to Develop a Results Oriented Information Management System
 
1. Background
 
Turkana and Garissa districts are affected by recurrent natural disasters, conflict and are among the poorest regions in Kenya.

Additional pressure from refugees on existing natural resources such as water, pasture and firewood, which are at the bare minimum due to recurrent droughts, often increase tension and lead to conflict between refugees and communities hosting them. 
The exposure to diseases outbreak is heightened as health and sanitation facilities are stretched to the limit with women and children being the most affected.
 
To address this, UNDP together with GOK have developed a project as a medium term measure to support recovery as well as build resilience of communities especially youth and women’s groups affected by the drought and to strengthen institutions responsible for recovery and disaster risk reduction work. 
The interventions address short term livelihoods economic recovery needs of youth and women while establishing in the process the capacities and building blocks of sustainable local long-term development.

The project “Restoration and Stabilization of Livelihoods for Drought affected and Host Communities in Turkana and Garissa Districts” seeks to develop a results oriented information management system to ensure
  • Greater accountability for resources allocated and efforts made in promoting sustainable livelihoods in the targeted communities.
  • Greater opportunities for management decisions informed by reliable data.
  • Greater opportunities to learn lessons (almost on real time) and influence policy with evidence based information.
  • Capacity development of government and other national actors on sound program and project management including soft (project management tools, learning, knowledge, etc.) and hard (M&E system) components.

Sealed proposal documents comprising two technical proposals and two financial proposals in separate sealed envelopes clearly marked “UNDPKEN/007/2012 – Results oriented information management system for UNDP Kenya project ‘restoration and stabilization of livelihoods for drought affected and host communities in Turkana and Garissa districts” should be dropped at the UNDP TENDER BOX placed at the main entrance reception of UN Complex in Gigiri and addressed to:

3. Pre-bidding Conference
 
A pre-bidding Conference will be held at The United Nations Complex on Wednesday, 18th July 2012 at 2.30 pm in the UNDP Conference Room, located in Block N Ground floor.
 
4. Submission Deadline
 
Tuesday 31st July 2012 by 16.00 noon Kenya Time Zone (EAT)
 
Late bids will be rejected.
 
UNDP Kenya reserves the right to accept or reject any submissions.
